TEACHERS’ HEALTH AND SAFETY IS DEPED’S OBLIGATION

A school in Calamba City requires its teachers to sign a document, a ‘waiver’ according to some teachers which has the following content:

“By signing below, I acknowledge the risk of becoming exposed to and/or infected by the Coronavirus/COVID-19 by reporting to work on-site today.

I further acknowledge that I must comply with all set policies and guidelines of the school to prevent and reduce the spread of virus.”

Whether a waiver or simply a health declaration form, such kind of document is unnecessary and in fact, excessive. The DepEd field offices or the school management cannot compel the physical attendance of the teachers and be absolved of any possible liability. The DepEd Central Office should look at this and the similar cases in other divisions or regions.

This incident, as reported to us, happened today, June 23, or two days after the Central Office released an instruction to regional directors to discourage the field from requiring teachers to report physically beginning June 22. This is another proof that indeed, DO 11, S. 2020 has resulted in confusion.

If the DepEd is sincere in its statement that “Work from home arrangement is still highly recommended” and the “DepEd Order No. 11, s. 2020 does not encourage physical reporting” then it should immediately release a strong directive and a categorical instruction. #
