DepEd Teachers, select non-teaching personnel is ‘eligible’ for PBB 2019

In the current news and update of the PBB 2019 Department of Education Deped says Teachers, select non-teaching personnel ‘eligible’ for bonus.

After meeting the majority of indicators, the Department of Education (DepEd) on Tuesday, March 9, said that the agency has been deemed eligible for the 2019 Performance-Based Bonus (PBB).

“For PBB 2019, DepEd met 13 out of the 15 indicators,” Department of Education (DepEd) Undersecretary for Human Resource and Organizational Development Jesus LR Mateo told the Manila Bulletin.
Given this, Mateo confirmed that DepEd is “eligible as an agency” because it has “met all the good governance indicators after our appeal on nationwide” Philippine Government Electronic Procurement System (PhilGEPS) non-compliances.
The PhilGEPS is the single, centralized electronic portal that serves as the “primary and definitive source of information on government procurement.”

Meanwhile, Mateo noted that “teaching positions are eligible.” Non-teaching positions are also “eligible but selected” accountable offices or officers in the “non-compliant regions will be isolated.” Mateo said that DepEd is “still waiting for the official letter” from the AO 25 Inter-Agency Task Force (AO 25 IATF). “They informed us that they will send it this week,” he added.

Asked when the eligible DepEd employees might expect to receive their PBB, Mateo reiterated that “we are awaiting the official communication.” Mateo explained that the DepEd Central Office (CO) submits to AO 25 the report on rating and ranking. The Department of Budget and Management (DBM) Central Office will then download the funds to its Regional Offices (ROs). “Then directly releases it to DepEd ROs [Regional Offices] and SDOs [Schools Division Offices],” he added.

The PBB is “a top-up incentive given to personnel of bureaus or delivery units in accordance to their contribution to the accomplishment of their department’s overall targets and commitments.” DepEd said that the AO25 IAT “sets specific conditions and reviews the agency’s accomplishments within a fiscal year to determine the eligibility of the department and its personnel to receive PBB.”

In a separate message, DepEd Undersecretary for Finance Annalyn Sevilla also confirmed that DepEd is still waiting for further updates before the PBB is released.

“I think we are still waiting for official and final notification from AO25 TF on the evaluation of DepEd’s performance in CY [Calendar Year] 2019,” she said.

Sevilla and Mateo are expected to meet “within the week to discuss updates on PBB 2019 evaluation.”
