Assistant Minority Leader and ACT Teachers Representative France Castro filed House Bill 7034 Internet Allowance for Public School Teachers Act to provide public school teachers an amount of P1,500 monthly for internet allowance to help them cope with the requirements of the blended learning Program of the Department of Education.

“In its preparation for the reopening of the next school year even with a pandemic, the Department of Education approved a blended learning program which proposes various approaches or methods of learning for its students such as distance learning, where students are given modules for self-study, and online learning. Both methods require teachers to have internet connections for their trainings, online classes and other output. With the already measly salaries of public school teachers barely able to provide for their personal needs and that of their families, government must provide the necessary tools and gadgets to be able to perform their duties in the proposed new modes of teaching,” Castro said.

“The annual chalk allowance for teachers will not be sufficient to provide a stable connection that will last a whole school year. Teachers are also forced to find ways to make sure that they have necessary gadgets to be able to comply with what is being asked from them. Providing public school teachers a monthly P1,500 for internet connection would greatly help them cope with the demands of the ‘new normal’ imposed by the Department of Education and not worry about out of pocket expenses,” Castro added.

“The DepEd must ensure that they also provide adequate funding for materials, tools and gadgets for teachers before imposing policies and guidelines as they push for the start of the new school year despite the pandemic,” Castro said. “Hindi dapat kakalimutan ng kagawaran ng edukasyon na mayroon pa ring pandemiya na nagaganap kaya naman ang mga polisiya na ginagawa at iniimplementa niya ay dapat ring nakaayon sa sitwasyon ng ating bansa. Hindi maaaring pipilitin nitong magsimula ang bagong taon sa paaralan na pababayaan na lamang ang mga guro na maghanap ng paraan para maitawid ang mga pilit na pinapagawa ng ahensya sa kanila.”

“We have seen photos on social media where teachers had to stay at highways or cross mountains just to get a stable internet connection for their webinars and online fora. The Department of Education should ensure that starting a new school year and providing education should not be an additional burden for teachers and students amid the COVID-19 pandemic,” Castro stated.

“We urge the House leadership to swiftly enact this measure into law as the target date of the Department of Education nears and no teacher or student shall be burdened by education just because they do not have a stable internet connection,” Castro ended.
